More ever quality of education has drastically degraded, specially in the countries like in which I live in. People who are studying really really hard gets 90% and people who do not gets 85% . The present education system does not emphasize on creating concept rather it tries to manufacture Engineers only in conversion of fees. I would rather prefer Degree from Professional Institution like Institution of Engineers (India) who still have maintained the quality of education and the cost of the same is about 1/15th than that of the private colleges and universities.
I have already discussed it in detail in Government Portal on why B.Tech. courses is to be shut done if AMIE is not being approved from the Government with due recognition, here have a look at it
A.M.I.E. vs B.Tech. on Government Portal

I haven’t heard about the Chilver Scheme- and there seems scant all information about it online these days; I’m guessing it failed.

To be honest I’ve often considered the MEng requirement to be totally ridiculous and it would certainly have put me off ! Back in the 80s the ICE introduced the Chilver Scheme, another nutty plan, which would have also discouraged me (coming from the apprenticeship/ONC route) from ever becoming chartered. Fortunately good sense saved the day and here I am ! By the way, not sure if you meant ‘sheer’ or ‘shear’ – a pun perhaps ?
